The current state of the league appears robust, marked by a high-profile championship matchup between the New York Knicks and the San Antonio Spurs, the latter featuring the league's rising superstar, Victor Wembanyama.
Combatting Tanking Through Reform
Silver addressed the longstanding issue of teams intentionally losing games to secure better draft positioning. He noted that the phenomenon reached an unprecedented level this season, prompting swift intervention from the board of governors. The commissioner emphasized that the new "3-2-1" draft lottery reform aims to eliminate the incentives for losing.
«There's no incentive to be bad, and this is something we haven't seen before in this league,» Silver remarked. While the implementation of these rules has been met with broad support, some teams, such as the Memphis Grizzlies, expressed concerns regarding the impact on their future draft assets.
International Expansion and Domestic Growth
The league is actively pursuing its vision for a 16-team NBA Europe competition, projected to launch for the 2027-28 season. Plans include 12 permanent franchises supplemented by four qualifying spots for other European clubs. The commissioner confirmed that interest in these franchises is at an all-time high, with the league expected to finalize decisions regarding the teams by this autumn.
Simultaneously, the NBA continues to evaluate the possibility of expanding domestically into Seattle and Las Vegas. While nothing is confirmed, Silver stated that discussions are ongoing, and a final decision is expected by the conclusion of the year.
The 65-Game Eligibility Rule
Despite concerns regarding the number of star players who failed to qualify for postseason awards due to the 65-game participation mandate, Silver remains firm on the policy. The commissioner believes the regulation is achieving its intended purpose of encouraging player participation and is currently unwilling to entertain any revisions.
Ongoing Investigations
Regarding the ongoing investigation into the Los Angeles Clippers concerning alleged salary-cap circumvention—often referred to as the Aspiration scandal—Silver stressed the importance of accuracy over speed. The matter is currently being handled by an independent law firm to ensure an objective outcome. «I wouldn't be doing my job if I made a determination based on perception,» Silver added.
